Global Account System refers to the fact that each individual now has one account for accessing all public STNE servers (this excludes the Test Server which is an independent system) - each account can consist of multiple characters (one for each server).
The system was implemented on 25.01.2012. This change added the Character Selection screen and also meant that purchased Feature Pack applies to all servers, whereas previously feature pack had to be purchased separately for each server.
