The Headquarters (not to be confused with the Colony Headquarters) is the central building on most planet and all asteroid types - enabling beaming and the construction of buildings. While Standard Moderate and Water planets when colonised have base camps built when colonised, the rest of the planet types have a Headquarters built. While very similar to the Colony Headquarters, the Headquarters is built immediately rather than as an upgrade, and costs slightly more. It also provides less Attractiveness.
