Without them it would be impossible to transport medium amounts of torpedoes from colony to colony or from a colony to a fleet, to import photon torpedoes in order to create poloron torpedoes and nemisis torpedoes, and it would be extremely hard for torpedo producers to deliver the torpedoes to their customers.
