Preparations for Election should begin no less than 70 Galactic cycles before the date of the Election. The sitting Council shall establish the rules governing the ministration of the Election<br><br>The Election Dates for each year shall be the first day of January, the first day of April, the first day of July, and the first day of October. The Election shall start on the First Cycle of the prescribed date and shall continue for fifteen Cycles. After this the Election results shall be tabulated and published immediately, and the New Council seated accordingly.<br><br>Any of the Colonists of the Consortium who meet the eligibility requirements set forth in Section Two of this Article may proclaim themselves a Candidate for a Council Seat, and they shall therefore be placed on the ballot. The New Council shall consist of the first, second, third, fourth, and fifth highest vote earners among the candidates. <br><br>The Sixth Highest vote Earner shall be named Alternate Councilor, and shall occupy the seat of any Councilor who is unable to serve for reasons laid out in Section Five of this Article. The Alternate Councilor shall not be Elected Chairman. <br><br>In case only five Colonists proclaim candidacy, the Election shall be carried out as a referendum yea or nay vote for each candidate. If the nay votes prevail for a particular candidate, the sitting Council shall nominate another Candidate and the vote shall be cast again. The New Council then Shall Nominate an Alternate Councilor, which must be approved by referendum vote of the Colonists.<br><br>In case less than five Colonists proclaim candidacy, the sitting Council shall nominate enough Candidates so that there are five. The Election shall then proceed as prescribed in the preceding paragraph. <br><br><i>Section 5.</i><br><br>Each Councilor should be actively involved in the Governance of the Consortium, however a Quorum of at least three Councilors is needed to conduct Business. Councilors may be absent from day to day, with a reasonable excuse. Councilors wishing to be excused for an extended period shall make this known to the Council, and the Council may place the Alternate Councilor in his stead for proceedings that require a Quorum or Unanimous decision. Councilors who are absent, without excuse or explanation, for a period of two hundred Galactic Cycles may be Expelled from the Council, at which point the Alternate Councilor will take his place.<br><br>The Council may determine the rules it will operate under, punish Councilors for bad behavior, and, with a four vote majority, expel a Councilor.<br><br>The Council shall keep a record of all proceedings, which shall be made public if requested, except those parts they may judge require secrecy. The yeas and nays of the Councilors shall be recorded in this journal. <br><br>If a Councilor has become unfit to serve, there shall be a hearing to establish guilt. If there is evidence of serious wrongdoing and testimony of at least two witnesses to the event, the Councilor shall be Impeached. <br><br>During Impeachment proceedings, the Impeached shall be barred from all Council Chambers. In the proceedings, the remaining Councilors and the Alternate Councilor shall vote on expulsion. <br><br>If the vote is nay, the impeached shall be reinstated. If the vote is yea, the Expelled shall be removed from the Council and the Alternate Councilor shall take his place. Further action may then be taken by a Judicial committee as laid out in Article three if deemed necessary. <br><br><i>Section 6. </i><br><br>The Council shall not demand resources from the Colonists as Compensation for their services. The Councilors shall in all cases, except Treason, be privileged from Prosecution by Judicial Committee while sitting on the Council. No Colonist may prevent any Councilor from carrying out duties as Councilor. <br><br>Councilors shall be able to speak freely within the private Council Chambers without fear of reprisals from the Council or Colonists, and they shall vote freely without consequences to their person or property. Colonists shall not take action against the person or property of a Councilor who has acted in his capacity as Councilor and on behalf of the Consortium. <br><br>Each councilor shall preside over an Executive Office as described in Article Two, and shall appoint or employ Colonists to the Office in order to assist in the operation of the respective office. The responsibilities of the Office shall not excuse the Councilor from carrying out his duties as Councilor.<br><br><i>Section 7. </i><br><br>The Council Session shall begin immediately after the New Council is seated, whereupon the New Council shall Elect a Chairman and establish its rules for operation within the precepts of this document.<br><br>Any Colonist may prepare a proposal and present such to the entire Council for consideration. The Council may debate the proposal. When a Councilor feels the proposal has merit, he may call for a Vote on the Chamber Floor. The Councilors shall then enter their votes as yeas or nays, with three yeas needed to approve a proposal in all cases except those specified in the document to require a unanimous decision or a referendum vote from the Colonists.<br><br>If three Councilors together prepare a proposal and all agree on its contents, a formal vote is not needed, but the proposal shall be presented to the remaining Councilors as normal.<br><br>In case a referendum vote is called, the proposal shall be sent to the Colonists of the Consortium, after which they shall vote. A simple majority of those voting will approve the Proposal.<br><br><i>Section 8. </i><br><br>The Council Shall have the power to request resources from the several Colonists in order to fund projects for the infrastructure and common defense of the Consortium, and to pay the debts of the consortium;<br><br>To Borrow resources on the Credit of the Consortium;<br><br>To regulate Trade with Foreign powers on behalf of the Consortium;<br><br>To Establish uniform Rules for conduct and membership in the Consortium;<br><br>To Regulate the Value of Resources for use in external Trading;<br><br>To establish travel and trading routes and a network of Subspace Gates;<br><br>To promote the progress of Science and technology by assisting the Colonists in their research and Colonial development;<br><br>To define and punish pirates and acts of war against the Consortium;<br><br>To declare War, and to take Diplomatic reprisals, and make rules concerning warfare;<br><br>To raise and support a military, and to call forth the military to execute the Laws of the Consortium, suppress Insurrections, and repel Invasions;<br><br>To provide for Organizing, Arming, and training the Military forces, and to appoint officers;<br><br>To exercise complete authority in space that has been Ceded by a particular Colonist to the Consortium, for use as the seat of Government, or for the establishments of Fortifications, Gates, Arsenals, Vaults, or any other needful facility; and<br><br>To make all laws which shall be necessary and proper for executing the foregoing powers, and all other powers vested by this Charter in the Council.<br><br><i>Section 9. </i><br><br>The Council shall not be permitted to demand resources in tribute from the Colonists. This office has the responsibility of keeping a count of the total Consortium production of each resource, as well as the status of the Consortium Treasury, and maintaining all Vaults and storage facilities operated by the Consortium. At the Council’s direction, this office shall also establish suggested values for resources used in foreign trading. <br><br>The Cartography Office shall manage and keep up to date maps of the Galaxy. This office has the responsibility to gather and record information relating to the borders and key locations of Consortium space and the space surrounding the Consortium. At the Council’s direction, this information shall be catalogued and stored. <br><br><i>Section 2. </i><br><br>Councilors shall appoint one Colonist an Officer of their respective Office. The officer shall report to the Councilor who is his overseer, and the Councilor shall report to the Council. The Officer shall be responsible for the day to day operations of the Office according to Section One of this Article and pursuant to the Council’s and Overseer’s direction.<br><br>No Colonist shall be appointed Officer who has been in the Consortium less than three hundred Galactic Cycles, or who has been convicted of a crime by a Judicial Committee. The Consortium for Operations Research and Engineering (commonly abbreviated to CORE) was an alliance on the EN1 server. It merged with The Roman Empire to form Invictus in July 2013.

CORE Charter
In Accordance with Universal Law and with Authority from such, We the Colonists of the Consortium, seeking to establish a Unified alliance, a Just governance, Security and Peace within our borders, Defense of ourselves and our allies, economic Well-being and Self-sufficiency, and Freedom from tyranny for ourselves and our posterity, do decree and establish this Charter for the Consortium for Operations Research and Engineering.
Article I
Section 1.
All Legislative Powers granted within this document shall be vested in an Elder Council. All Powers not enumerated within these pages shall reside with the Colonists of the Consortium, except where restricted by this document.
Section 2.
The Council shall consist of Five Colonists chosen the first of every third Month by the Colonists of the Consortium in an at-large Election.
Each Councilor shall have Equal power to Speak and Act on behalf of the Consortium, and a single Vote. No Councilor may take such action without the approval of the Council Majority.
No Colonist shall be eligible to sit as Councilor who has not been affiliated with the Consortium for a minimum of four hundred fifty Galactic Cycles and who has not been a Colonist of this Galaxy for less than nine hundred Galactic Cycles.
Councilor's serving more than four consecutive terms may take a one month leave, and in so doing shall install the Alternate Councilor in his place. No more than one Councilor shall be on leave at any time.
When a Vacancy occurs on the Council, the Council has the sole responsibility to fill such Vacancy.
The Council shall choose their Chairman and Officers, and shall have the sole power to Impeach Councilors.
Section 3.
The Chairman of the Council shall be Nominated and Elected by the remaining four Councilors at the beginning of the Council Session. No Councilor shall become Chairman who was not duly Elected to the Council by the Colonists. A Councilor shall not Nominate himself, and may decline a Nomination. The Councilor who is nominated shall not cast a vote. The Sitting Chairman shall not make a Nomination, but may cast a vote if he is not Nominated.
In case a Vote to Elect a Chairman ends in a Tie, the Alternate Councilor shall cast the deciding vote.
The Chairman shall retain control of Consortium Operations and shall implement the decisions of the Council thereupon. The Chairman shall not take any Operational Action without the Consent of the Council. The Council may entrust specific Operational Authorities to the Chairman that the Chairman may carry out without direct Council Approval. These Powers shall be decided upon by the Council at the beginning of the Council Session.
The Chairman shall have Responsibility to ensure that the Council operates according to the Precepts and Powers established within this Charter. The Chairman may establish Rules governing the Operation of the Council within the Precepts and Powers established within this charter. Such rules shall be established at the beginning of the Council Session.
The Chairman shall call the Council Proceedings to order and introduce the issues for voting in a timely and orderly Manner.
Aside from the aforementioned Responsibilities of Service, the Chairman will have no more power than any other Councilor, and will have a single Vote. Outside of the Council Proceedings, the Chairman shall not behave differently from any other Councilor, and shall not demand special consideration due to his position within the Council.
Section 4.
The sitting Council shall have the responsibility to administer the Election of New Councilors at the end of the current session. Preparations for Election should begin no less than 70 Galactic cycles before the date of the Election. The sitting Council shall establish the rules governing the ministration of the Election
The Election Dates for each year shall be the first day of January, the first day of April, the first day of July, and the first day of October. The Election shall start on the First Cycle of the prescribed date and shall continue for fifteen Cycles. After this the Election results shall be tabulated and published immediately, and the New Council seated accordingly.
Any of the Colonists of the Consortium who meet the eligibility requirements set forth in Section Two of this Article may proclaim themselves a Candidate for a Council Seat, and they shall therefore be placed on the ballot. The New Council shall consist of the first, second, third, fourth, and fifth highest vote earners among the candidates.
The Sixth Highest vote Earner shall be named Alternate Councilor, and shall occupy the seat of any Councilor who is unable to serve for reasons laid out in Section Five of this Article. The Alternate Councilor shall not be Elected Chairman.
In case only five Colonists proclaim candidacy, the Election shall be carried out as a referendum yea or nay vote for each candidate. If the nay votes prevail for a particular candidate, the sitting Council shall nominate another Candidate and the vote shall be cast again. The New Council then Shall Nominate an Alternate Councilor, which must be approved by referendum vote of the Colonists.
In case less than five Colonists proclaim candidacy, the sitting Council shall nominate enough Candidates so that there are five. The Election shall then proceed as prescribed in the preceding paragraph.
Section 5.
Each Councilor should be actively involved in the Governance of the Consortium, however a Quorum of at least three Councilors is needed to conduct Business. Councilors may be absent from day to day, with a reasonable excuse. Councilors wishing to be excused for an extended period shall make this known to the Council, and the Council may place the Alternate Councilor in his stead for proceedings that require a Quorum or Unanimous decision. Councilors who are absent, without excuse or explanation, for a period of two hundred Galactic Cycles may be Expelled from the Council, at which point the Alternate Councilor will take his place.
The Council may determine the rules it will operate under, punish Councilors for bad behavior, and, with a four vote majority, expel a Councilor.
The Council shall keep a record of all proceedings, which shall be made public if requested, except those parts they may judge require secrecy. The yeas and nays of the Councilors shall be recorded in this journal.
If a Councilor has become unfit to serve, there shall be a hearing to establish guilt. If there is evidence of serious wrongdoing and testimony of at least two witnesses to the event, the Councilor shall be Impeached.
During Impeachment proceedings, the Impeached shall be barred from all Council Chambers. In the proceedings, the remaining Councilors and the Alternate Councilor shall vote on expulsion.
If the vote is nay, the impeached shall be reinstated. If the vote is yea, the Expelled shall be removed from the Council and the Alternate Councilor shall take his place. Further action may then be taken by a Judicial committee as laid out in Article three if deemed necessary.
Section 6.
The Council shall not demand resources from the Colonists as Compensation for their services. The Councilors shall in all cases, except Treason, be privileged from Prosecution by Judicial Committee while sitting on the Council. No Colonist may prevent any Councilor from carrying out duties as Councilor.
Councilors shall be able to speak freely within the private Council Chambers without fear of reprisals from the Council or Colonists, and they shall vote freely without consequences to their person or property. Colonists shall not take action against the person or property of a Councilor who has acted in his capacity as Councilor and on behalf of the Consortium.
Each councilor shall preside over an Executive Office as described in Article Two, and shall appoint or employ Colonists to the Office in order to assist in the operation of the respective office. The responsibilities of the Office shall not excuse the Councilor from carrying out his duties as Councilor.
Section 7.
The Council Session shall begin immediately after the New Council is seated, whereupon the New Council shall Elect a Chairman and establish its rules for operation within the precepts of this document.
Any Colonist may prepare a proposal and present such to the entire Council for consideration. The Council may debate the proposal. When a Councilor feels the proposal has merit, he may call for a Vote on the Chamber Floor. The Councilors shall then enter their votes as yeas or nays, with three yeas needed to approve a proposal in all cases except those specified in the document to require a unanimous decision or a referendum vote from the Colonists.
If three Councilors together prepare a proposal and all agree on its contents, a formal vote is not needed, but the proposal shall be presented to the remaining Councilors as normal.
In case a referendum vote is called, the proposal shall be sent to the Colonists of the Consortium, after which they shall vote. A simple majority of those voting will approve the Proposal.
Section 8.
The Council Shall have the power to request resources from the several Colonists in order to fund projects for the infrastructure and common defense of the Consortium, and to pay the debts of the consortium;
To Borrow resources on the Credit of the Consortium;
To regulate Trade with Foreign powers on behalf of the Consortium;
To Establish uniform Rules for conduct and membership in the Consortium;
To Regulate the Value of Resources for use in external Trading;
To establish travel and trading routes and a network of Subspace Gates;
To promote the progress of Science and technology by assisting the Colonists in their research and Colonial development;
To define and punish pirates and acts of war against the Consortium;
To declare War, and to take Diplomatic reprisals, and make rules concerning warfare;
To raise and support a military, and to call forth the military to execute the Laws of the Consortium, suppress Insurrections, and repel Invasions;
To provide for Organizing, Arming, and training the Military forces, and to appoint officers;
To exercise complete authority in space that has been Ceded by a particular Colonist to the Consortium, for use as the seat of Government, or for the establishments of Fortifications, Gates, Arsenals, Vaults, or any other needful facility; and
To make all laws which shall be necessary and proper for executing the foregoing powers, and all other powers vested by this Charter in the Council.
Section 9.
The Council shall not be permitted to demand resources in tribute from the Colonists. No Resources shall be taken from the Consortium Treasury, except in consequence of appropriations made by law, and all receipts shall be recorded.
No Proposal penalizing a particular Colonist or group thereof, or that operates retroactively, shall be passed by the Council.
No Preference shall be given by any regulation of Trade to one Colonist over another, nor shall Vessels engaging in free trade among colonists be subject to any tax or duties to the Consortium.
No Titles of Nobility or Rank shall be Granted by the Consortium upon the Council, Officers, Judges, or Colonists.
Section 10.
No Colonists shall enter into any diplomatic agreements with foreign powers that are at war or otherwise engaged in conflict with the Consortium.
No Colonist shall engage in acts of aggression, Piracy, and War, or take any negative diplomatic posture, against foreign powers that have a Diplomatic Agreement with the Consortium.
No Colonist may develop, use, Threaten to use, or Trade in Biological Weapons of Mass Destruction.
Article II
Section 1.
The Executive power of the Consortium shall be vested in five Executive Offices that shall manage respective aspects of Consortium Operations. Each Office shall have a Councilor as Overseer, who has the power to manage his office according to his preference, pursuant to the Laws and Charter of the Consortium.
The Diplomatic Office shall maintain relations with Foreign Powers through diplomatic contact. This office has the responsibility of carrying out Diplomatic actions decided upon by the Council, and shall speak for the Consortium in public communications as well as private negotiations between powers.
The Engineering Office shall manage Consortium building, research, and development projects. This office has the responsibility to execute projects approved by the Council by collecting resources, securing property, and designating builders and ownership of new Consortium facilities and infrastructure.
The Military Office shall manage Consortium joint Military Forces. This office has the responsibility of keeping Military statistics up to date, as well as training and drilling Forces, and developing military tactics for use in wartime, at the Council’s direction. This Office shall also be the principal commander of the Military Forces during Wartime, at the Council’s direction.
The Economic Office shall maintain internal economic statistics. This office has the responsibility of keeping a count of the total Consortium production of each resource, as well as the status of the Consortium Treasury, and maintaining all Vaults and storage facilities operated by the Consortium. At the Council’s direction, this office shall also establish suggested values for resources used in foreign trading.
The Cartography Office shall manage and keep up to date maps of the Galaxy. This office has the responsibility to gather and record information relating to the borders and key locations of Consortium space and the space surrounding the Consortium. At the Council’s direction, this information shall be catalogued and stored.
Section 2.
Councilors shall appoint one Colonist an Officer of their respective Office. The officer shall report to the Councilor who is his overseer, and the Councilor shall report to the Council. The Officer shall be responsible for the day to day operations of the Office according to Section One of this Article and pursuant to the Council’s and Overseer’s direction.
No Colonist shall be appointed Officer who has been in the Consortium less than three hundred Galactic Cycles, or who has been convicted of a crime by a Judicial Committee. The Alternate Councilor may be appointed an Officer, except when he is exercising his duties as a Sitting Councilor.
Section 3.
Once per Council Session, preferably at the start of the new session, each Officer shall be responsible for reporting on the Status of his Office to the Council. This report shall include all relevant information and statistics for each Office, as well as new proposals and requests for Council consideration. The information received in these reports shall be accessible to the Council and Officers only, and shall not become public.
Section 4.
Any Officer who has become unfit for the Office may be removed by a majority Council Vote. The Overseer of that office shall then appoint a new Officer to the position
Article III
Section 1.
The Judicial power of the Consortium, shall be vested in a Committee of three Colonists appointed as Judges. Judges shall be appointed on a case by case basis, and shall step down once their respective case has finished. No Colonist shall be appointed Judge who has been in the Consortium less than three hundred Galactic Cycles, or who has been convicted of a crime by a Judicial Committee. Sitting Councilors shall not be appointed as Judges.
Section 2.
The Judicial power of the Committee shall extend to all cases in Law and Treaty arising under this Charter, except impeachments, and to controversies between two or more Colonists.
The Judges shall be appointed by the parties involved in the trial; One Judge by the accuser, One by the accused, and One by the Council. The Judges shall hear the particulars of the case and testimony of Witnesses, and the defense of the accused. They shall then render a verdict and pass sentence on the guilty party, or acquit the innocent party.
The Particulars, Testimony, Verdict, and Sentence of each case shall be recorded in the Consortium Judicial Record.
Section 3.
Treason against the Consortium, shall consist only of levying War against the same, or in aiding and comforting their enemies. No Colonist shall be convicted of Treason unless on the testimony of two Witnesses to the same act, or on Confession before a Judicial Committee.
The Council shall have the power to declare the Punishment for Treason, but anyone Convicted of Treason shall have no sentence extending past the life of the convicted Colonist.
Article IV
Section 1.
Every Colonist of this Union will receive equal honor and consideration regardless of Species, Race, Ideology, or Creed. Colonists shall show due honor to one another at all times.
Colonists shall be loyal to the Consortium, its Council, this Charter and the Laws made pursuant thereof, and to each other. Infractions committed against the Consortium and Colonists of such shall be prosecuted in accordance with Article Three of this Charter.
Section 2.
Each Colonist shall retain autonomous control over his own affairs. A Colonist who exercises his right to autonomy shall endure all consequences that may occur due to his actions. The Consortium shall not take protective action of any sort on behalf of a Colonist who is facing such consequences except where such Consequences may threaten the Consortium. Colonists may take action on behalf of one another at any time, at their own expense and risk. The Council will take action in case of unprovoked action against a Colonist of the Consortium.
Every colonist is guaranteed the rights as specified in the following paragraphs, pursuant to the powers prohibited to Colonists and reserved to the Council by Article One of this Charter.
The right to free exercise of whatever Ideology the colonist may follow, the right to speak and write freely, and the right to petition the Council for a redress of grievances, shall not be abridged.
The right to take up arms to defend person and property, and the right to carry out personal diplomatic action, shall not be infringed except as prohibited by Article One, Section Ten of this Charter.
The right to refuse a request for shelter of Military assets by the Consortium in times of war or peace, shall not be infringed.
The right to be secure in their persons and property against demands or theft of such by the Council or Colonists, and the right to freely conduct personal trade with any party, shall not be infringed.
No Colonist shall be tried for a Capital crime, unless on indictment of the Council; nor shall any Colonist twice be tried for an offense once acquitted; nor shall any Colonist be compelled to witness against himself, nor be deprived of life, liberty, or property, without due process.
In all cases, Colonists accused of a crime shall have the right to a speedy trial by an impartial Committee, to be informed of the nature of the accusation, to be confronted with the witnesses against him, and to have Counsel for his defense.
In disputes between Colonists, the right to a trial by Committee shall be preserved.
Excessive punishment shall not be imposed, nor cruel and unusual punishments inflicted.
The enumeration of rights in this Charter shall not be construed to deny or disparage others retained by the Colonists.
The powers not delegated to the Council by this Charter, nor prohibited by it to the Colonists, are reserved to the Colonists respectively.
Section 3.
New Colonists may be admitted by the Council into the Consortium through a majority vote. New Colonists shall have a petitioning process determined by the sitting Council, and shall meet whatever requirements the Council deems, pursuant to this charter. New Colonists shall be bound by affirmation to support this Charter.
Section 4.
The Consortium shall guarantee to every Colonist in this Union a Representative form of Government, and shall protect each of them against Invasion and Piracy.
Article V
The Council shall propose Amendments to this Charter when at least three Councillors deem it necessary, or when a Majority of the Colonists of the Consortium put forth a proposal. Amendments, once Ratified, shall for all intents and purposes become part of this Charter. When an Amendment is proposed, the Council shall hold Convention to write it. Once writ, the Council shall vote on approval and sign the Amendment if passed Unanimously. The approved Amendment shall then be sent to the Colonists for Ratification. Amendments shall become part of this Charter when two thirds of the colonists have ratified it.
Article VI
This Charter, and the laws of the Consortium which shall be passed pursuant thereof; and all Treaties made, or which shall be made, under the Authority of the Consortium, shall be the Supreme Law of the Union; and the Council, Councillors, Officers, Judges, and every Colonist shall be bound thereby.
The Councillors, Officers, and Judges, when appointed, shall be bound by Affirmation to support this Charter.
Article VII
The Ratification of two thirds of the Colonists of the Consortium for Operations Research and Engineering shall be sufficient for the Establishment of this Charter between the Colonists and the Council.
