Alliances Overview

First there was the founding of the Republic....and the Roman Republic thrived for ages - but, threatened by an increasingly violent and unruly galaxy a few loyal and brave patriots gathered round their emperor and proclaimed the founding of the Great Roman Empire.

The Roman Empire was an alliance on the EN1 server which existed for approximately 4 years, making it one of the longest lasting alliances on the server, it merged with CORE to form Invictus in July 2013.

History

The alliance was founded by Caesar Augustus - Emperor of The Roman Republic as a neutral alliance for mature gamers who love Star Trek and are committed to building strong colonies, fleets and commerce. Their aim was to exist peacefully with all other space fairing races founded on the prime directive - that no race may be completely destroyed. Planets and colonies may be attacked and looted, but all races have the right to exist.


Just over a month after it was formed, Rome merged into the mighty KLINGON EMPIRE and for a time the House of Caesar prospered, but after internal divisions caused the KLINGON EMPIRE to split up Caeser reformed the Empire which then grew and prospered.


Following an attack by the Cardassian Legion Rome joined its allies in the Commonwealth of Humanist Ideals, The Rangers and the Galactic Corps of Engineers in Operation Overlord a strike against the very heart of the Cardassian Legion successfully destroying a massive Cardassian fleet.


After the Cardassian Legion was defeated there was for a time, peace. Command of the alliance was transferred to Erchni /\ncient - Emperor of Rome. But soon a new threat emerged... the {Brotherhood of NoD}. For a time, the empire watched and waited staying at peace while the Galaxy went to war, but it was decided that the threat the {Brotherhood of NoD} posed could not be allowed to continue, so Rome joined The Coalition.


Together with its new allies in the Commonwealth of Humanist Ideals and Star Gate SG-1, Rome fought against the Brotherhood. The war went well, with numerous successful strikes against the Brotherhood, eventually a peace accord was created and the war ended.


However the peace was not permanent and Rome joined the Coalition against the Brotherhood of NoD and the Allied Alliances twice more, the final war lasting almost 6 months and causing a large amount of Coalition space to be forfeited. After the completion of that war, both CORE and Rome decided it was in their best interest to come together and form a new alliance, INVICTUS.


Articles of Confederation

Section 1: Determination of Authority and Rank. All officers share equal authority, regardless of rank. At this time, all members who are not officers shall hold the rank of Centurion Romae.

Section 2: Inactivity If you are going to be busy, please let the Head or Assistant Head know ahead of time, as it takes a lot of the guesswork out of alliance planning. If you are inactive more than 50 ticks without explanation, you will be removed from the alliance, this will be strictly enforced, also if you let us know of an extended absence and you have not returned in 200 ticks your colonies and ships will be visited and all resources of value will be removed. If you have returned after this has occurred just let b349 Legatarius Legionis Romanae know and your resources will be returned as soon a possible. If you have an emergency situation, please notify an officer upon your return, and your case will be considered.

Section 3: Piracy Raiding is not prohibited, but it is not encouraged either. You may raid as much or little as you like, under the following guidelines.

  • NO destruction of civil ships will be permitted.
  • NO destruction of critical buildings (ie. farms, domes, power generation) will be permitted.
  • Try to keep military losses to a minimum. If a ship doesn't fire on you, don't shoot it. If a planet doesn't fire on you, don't destroy its defenses. BPP structures are considered valid targets.
  • Do NOT raid allies. EVER.

Anyone choosing to raid does so with the knowledge that they will not receive any assistance from the Alliance in the event that their actions result in armed conflict, UNLESS the attacking party violates the above rules without provocation.

Alliance Laws

§1. General and power distribution:

    §1.1 Power is held by the emperor in the majority of circumstances. (For Exceptions see §1.8)

    §1.2 In the event that the emperor is unreachable, the second in command makes all relevant decisions.

    §1.3 The emperor can assign areas of responsibility to members. If a member is assigned a responsibility they will be provided with details of exactly what this responsibility involves.

    §1.4 The standard title for an alliance member is Citizen of Rome, or Senator of Rome if the said member is in the senate. If a member is assigned an area of responsibility a title relating to this may be given to them by the emperor

    §1.5 The colours and appearance of your name is determined by your alliance leader

      a. Current formatting for The Roman Empire <b><font color="Green">Your name</font><small><font color="Orange">Your title of Rome</font></small>

    §1.6 All laws are published in channel 908 and on the alliance website for everyone in the alliance to see

    §1.7 The appropriate punishment for rule violation is determined by the emperor.

      a. Breaking of any law can lead to being expelled from the alliance or other appropriate punishment.

    §1.8 The Emperor does not have authority in matters concerning elections or the authority to start wars which are not the result of a direct attack.

    §1.9 The Emperor appoints all officials excluding the senate.

    §1.10 Appointed officials report weekly to the Emperor and his second in command. The report details what has happened in there area of responsibility, in the case of no news that is reported as well.
    Spectacular architecture has always been the hallmark of the great Roman under water Cities and there are marvels to be seen on many of the Roman planets

    §1.11 The Emperor has authority in all matters that are not stated in Roman Law.

    §1.12 Members of the alliance are part of one of three sections:

      a. Praetorian Guard - The elite section of the alliance, to be in the section members must have at least 80 slots of military ships (unless overridden by the emperor) and must not be inactive for more than 10 ticks without notification. Members of the Guard are responsible for training new members of the alliance. Command - the emperor and vice emperor - is also part of the guard. Members of command must not be inactive for more than 5 ticks without notification

      b. The Empire - The main section of the alliance, members of this section must not be inactive for more than 50 ticks without notification and must have at least 40 slots of military ships and 6 fully built colonies.

      c. The Legio - The training section of the alliance, members of this section cannot be inactive for more than 25 ticks.


§2. Recruitment and training:

    §2.1 To join The Roman Empire members must meet the following requirements (Exceptions can be made by the emperor):

      a. Have a good chat record, with no more than 2 chat bans

      b. Have a good SCN record, with no more than one SCN censored

      c. Have not broken any game rules

    It is also recommended that recruits are located within 100 sectors of current Rome space, or be willing to relocate. It is up to the emperor to chose if a potential member is accepted.

    §2.2 New recruits of The Roman Empire join the Legio Romae Section of the alliance, while in this section a member of the praetorian guard will be responsible for training them. This member can then refer them to other members of the guard if needed.

    §2.3 To become a citizen one must send a application to the Emperor and the must be recommended by his/her appointed training official. They must also meet the following requirements:

      a. You are required to have been in the alliance for a minimum of one month and in the game for a minimum of four months (occasional exceptions can be made)

      b. You need a minimum of 40 military ship slots and your first 6 colonies colonized and devoted at least 2000 isolinear chips to research.

      c. Furthermore all citizens must swear to an Oath of Allegiance to honor and do the will of the Emperor and Romes appointed officials.

§3 The Senate and Elections:

    §3.1 All rules in Roman Law are put forward by the senate for a vote, after approval by the Emperor.

      a. Any member of The Roman Empire can be voted into the postition of senator

      b. Senate elections are held 6 months at the latest after the previous election.

      c. If a senate member does not want to or can’t hold the seat for whatever reason, the remaining senators may continue till the next elections.

      d. Announcements for elections for the senate are made by the senate itself.

      e. In the event that there are not enough applicants for an election. All applicants become senators.

      f. If a alliance member decides he/she wants to become a senator mid term as there are not enough candidates. It is up to the current senators as to whether they should be permitted to become a senator

      g. Members of the senate are must not be inactive for more than 10 ticks without notification

    §3.2 The senate chooses the Emperor by majority vote after the formation of each new senate.

      a. Any member of the Empire or Praetorian Guard can be elected as emperor. Members of the Legio however cannot

    §3.3 The senate needs to approve of a war, if the war was not initiated by a direct attack by the opposing party, otherwise the Emperor has authority to initiate it.

§4. Rules of conduct:

    §4.1 Keep privileged information in the alliances (location, fleet size and composition and generally any information that can be used against us) unless it is cleared with either a diplomat, the Emperor or the second in command.

    §4.2 Romans act accordingly to others as they themselves would like to be treated.

    §4.3 Raiding is permitted but if anyone come after you for raiding, you are on your own. It is not permitted to shoot at anything but storage facilities, shield towers scan blockers and orbital weapons while raiding.

      a. Do not raid allies, Ever. This is considered a very serious offense and in most cases will lead to expulsion from the alliance

      b. Members of the legio are not permitted to raid under any circumstances unless overridden by the emperor in times of need.

    §4.4 If you are raided, attacked have your ships for ransom or similar situations, inform the leadership in your alliance and you, a diplomat or alliance leader can then on your behalf or on your own, resolve the situation with the other party one way or another.

    §4.5 Romans adhere to Roman protocol as closely as to Star Trek's 'Prime Directive' which means we are explorers and peace keepers first before a military force (not that we will back down or won't fight but we can gain more power and respect in terms of becoming allies first....if possible).

      a. In your dealings with others be fair and do not offend people with out reason or brag excessively.

    §4.6 Only appointed diplomats, the emperor and the second in command can talk on behalf of their alliance.

    §4.7 Before posting anything alliance related or anything which could cause offence/provoke someone in the Subspace Communications Network clear it with your alliance leader or a diplomat.

      a. In the event that something posted without permission is viewed as offensive by the alliance leader, a diplomat or any other party, all SCNs by the person/s responsible will be required to be checked by the emperor or a diplomat before being posted.

    §4.8 It is requested that all members keep high activity levels. Any member who is inactive for 50 ticks or more without prior notification will be removed from the alliance. Members of specific sections of the alliance may have stricter activity limits

    §4.9 Any member who recieves more than two chat bans, more than one SCN censor, or any violation of the STNE game rules, may be kicked from the alliance due to improper conduct. It is up to the emperor as to whether the situation warrants this course of action.
