Attractiveness determines the happiness of your population. If there is enough living space, food and a population limit has not been set then people will move into you colony until population in equal to attractiveness. If more people are brought to the colony after this then people will become unhappy. With enough unhappiness people my begin to revolt, freezing all production. Attractiveness can be raised by building Nature Preserves, Weather Control Stations, Villages, Cities, Farms, Recreation Centers and Internal Reputation.
