The Cardassians are a humanoid species from the Alpha Quadrant. They were native to the planet Cardassia Prime, capital world of the Cardassian Union. Known throughout the Alpha Quadrant for their ruthlessness, the Cardassians became one of the greatest enemies of the United Federation of Planets and Klingon Empire when they joined the Dominion in 2373. Their xenophobic attitude towards other species was well established throughout the quadrant after the Setlik III massacre during the Cardassian War, as well as when their atrocities during the Occupation of Bajor were revealed after their withdrawal in 2369.

Government
The Cardassian Union was formed under a treaty that established a power-sharing agreement between the Cardassian Central Command and the Obsidian Order. Friction always existed between the two organizations as the Central Command worked to expand the reaches of the Union and the Obsidian Order worked to suppress it. The civilian Detapa Council was established to serve as the chief governing body between the two branches, however, in practice, the Council was virtually powerless.
In late-2371 or early-2372, following the fall of the Obsidian Order at the Battle of the Omarion Nebula, the Detapa Council and the Cardassian dissident movement overthrew the Central Command, establishing control over the government.
In 2373, Gul Dukat secretly negotiated with the Dominion for the Cardassian Union to become its newest members. The Detapa Council was overthrown and Gul Dukat established himself as ruler of the Cardassian Union. This arrangement was later revealed to be inaccurate as Dukat (and his successors Legate Damar and Legate Broca) were actually subservient to the Vorta and the Founders.
The Cardassian military was lead by the Central Command and the Cardassian forces were divided into several orders. The Obsidian Order, the intelligence agency of the Union, was sometimes referred to as part of the structure of the Cardassian military orders. (See also: Cardassian ranks)
The highest court of justice in the Cardassian Union was the Cardassian Supreme Tribunal. The Cardassian Articles of Jurisprudence provided the laws governing treatment and rights of prisoners in the Cardassian justice system.

Economy
During the 24th century, the Cardassians maintained trade alliances with the Valerians and Klaestrons. They also were known to use the Xepolites and Lissepians as trade intermediaries in arrangements that may otherwise have been considered illegal outside of the Union.
Many of the primary worlds in the Cardassian Union lacked an abundance of natural resources. For this reason, the Union relied heavily on strip mining resources from neighboring planets which were not part of other Alpha Quadrant powers, such as Bajor. As opposed to making trade alliances with them, the Cardassian Central Command would often occupy worlds and use the populations as forced laborers.
The lek was the common form of currency within the Union.
Taspar Eggs form the Cardassian equivalent of a stock market, shifting constantly with the various social events, and of course the Taspar's fertility season. However, managing to get your hands on one egg, is not a huge achievement. Nor is acquiring half a dozen, but if you were to build up a few dozen, you would make a very large sum of money if you sold at the right time.
The Rebirth Of An Empire:
Following the Dominion War, the Cardassian Union was occupied by the Federation, as well as the Klingon and Romulan Empires. Time has passed and wounds have healed, after the destruction of the Cardassian home-world by Dominion and the humiliation of the occupation of our homeworld by Federation who positioned Legat Takud to control of the Government. Legat Takud and some within the reconstructed Detapa Council in collaboration with part of the occupation forces leaders, had conspired to create a reign of terror in the galaxy. They hoped to unleash their destructive power against civilizations by assassination and the destruction. But the aims of would-be tyrants were valiantly opposed by those without elitist.
In those dark times, a young idealist Cardassian, Surjak entered in the Cardassian Guard and become powerful in the military. Once he was proclaimed "Legate" and was in command of the 41st Cardassian Militia , Legate Surjak worked in the shadows to bring back The Obsidian Order and to overthrow Legate Takud to bring back the former glory of Cardassia. The war crimes provoked by Legate Takud caused discontent amongst the Cardassian people and eventually reached a point where it was untenable. Legate Surjak lead his loyal troops to the Lakarian City where he successfully led the Cardassian people in a revolt against the government. The reign of terror ceased when troops entered the government sector and seized Legate Takud and his collaborators. Following this, Surjak was proclaimed Gul-Tar and reunited the people of Cardassia. The Union had resurfaced again.
