Defective torpedoes of unknown type. Removing the torpedoes would be too costly and dangerous.
An investigation shows these torpedo launcher is used to fire quantum torpedoes. You can refit a ship with these torpedo launcher capable of firing quantum torpedoes. No other torpedoes can be fired.
