Only new colonists below Level 7 are able to obtain assistance in finding a planet.
For these players if they hover the mouse over a planet in Stellar Cartography it will display a box saying whether the planet is colonised or not.
For other Settlers it is up to them to look for planets in Stellar Cartography and then send out ships or probes to find out if they are colonised or not or to ask any allies they may have.
