The Active Phase Mutator is a building which can be built on Rock which gives you 10 slots of ship storage. It requires the Spacetime Manipulation research for 4500 Isolinear Chips before it can be created.

It is highly preferable to use Phase Mutators instead of Active Phase Mutators when possible, as the Phase Mutator does not require any maintenance or workers to operate it, thus being much more efficient and manageable.
