The Active Phase Mutator is a building which can be built on Rock which gives you 10 Slot of ship storage. It requires the Spacetime Manipulation research for 4500 Isolinear Chips before it can be created.
It is highly preferable to use a Phase Mutator instead of an Active Phase Mutator when possible, as the Phase Mutator does not require any maintenance or workers to operate, thus being much more efficient and manageable.
