Free population on a planet can be assigned as Scientists, if the planet has a Research Center, Advanced Research Center, or Jupiter Station built and operational (for every one of which ten scientists can be assigned). Each Scientist assigned gives the research facility a ten percent chance of producing another Isolinear Chip the next tick change.

If he assigns fifteen scientists, there is there is a one hundred percent chance of one Isolinear chip being produced next tick, and a fifty percent chance of another Isolinear chip being produced on that tick. If Emperor Jacobson assigns twenty Scientists, it is guaranteed that two Isolinear Chips will be produced at the calculation of the next tick (that is, provided there is enough storage space for them on the colony).
