All planets can place a solar satellite in orbit, if there is a Workbee Spaceport on the surface of the planet.  Otherwise, you can not place a satellite in orbit. In addition to this, the spaceport must be active for the satellites to function.

Asteroids CANNOT have solar satellites. Ateroids DO NOT have desert areas.
