Peace Treaty

A peace treaty contains a [[Non-Agression Pact]] and effects that the involved settlers or alliances have the [[relationship]] "friends": they can not attack each other: their ships and colonies set on [[alert condition]] red act as if they would have been set on [[alert condition]] yellow; so they just behave defensively. Beaming does cause automatic defense.
